A rotary cutter grinder that cuts and grinds upon its circumferential surface is well suited for stump grinding and the like appli- cations. The rotary cutter grinder is consti- tuted by a hub portion (12) for mounting to the power output shaft of a prime mover and plu- ral (18, 20) arms unitary with the hub portion. These arms are substantially uniformly spaced about the hub portion and extend radially out- wardly therefrom. A cutting tool (26), usually a tungsten carbide cutting tool, is mounted to each of the arms at a positive rake angle rel- ative to the perpendicular to the direction of motion by the cutting tool.
