The cutter mounting assembly rotatable to the base, and a rotating cutter assembly mounted to the rotating cutter assembly, wherein the rotating cutter mounting assembly has a fixed portion and a movable portion, a moving device that expands and contracts in one direction being disposed on the fixed portion, a rotating cutter being disposed on the movable portion, the rotating cutter mounting assembly being rotatable to the base assembly.
