A B S T R A C T For use to reduce wave motion and attenuate the amplitude of the waves generated in a waterbed mattress having a top sheet, a damping structure comprising: (a) a plurality of vertically extending tubular structures of lesser length than the depth of the waterbed mattress securing closed cell foam material proximate its upper end for floating the tubular structure upwardly towards the top sheet of the waterbed mattress but terminating a predetermined distance from it, and (b) fiber product with loft, that doesn't decompose in water, either unbonded or bonded with resin in situ carried by the floating tubular structure extending under a substantial portion of the top sheet of the waterbed mattress.
