Electronic information often requires large amounts of transmission time and storage space. This system encodes data elements so as to reduce the number of binary digits required to represent the data, thus reducing costs, storage space, transmission time and bandwidth. A local software program could implement this system as a step in the data storage and retrieval sequences. A more global solution requires establishment of a central authority to define dictionaries that would be publicly accessible and distributed ( eg via internet ). This could also be bundled as an updateable plug-in option for word processing software. Another implementation could be at interface of internet service providers or intranets which allocate CPU resources to scan and encode data prior to transmission thus reducing the load and bandwidth requirements for data communications. Given the processing speed of computers, this may be more time &/or cost effective than the hardware and support costs of increasing the network bandwidth or for rapid transmission of preprocessed documents. This system could also be implemented to audio, video or any other data that is encoded using any mathematical encoding such as, but not limited to: binary encoding.
