A freestanding or wall-mountable toilet tissue storage holder for two or more toilet rolls with a covering made of feather, fabric or other flexible material that is designed to be advantageously removable and replaceable to facilitate cleaning, repairing or interchanging designs. The covering extends over all outer surfaces and is constructed as an outer sleeve which is joined to the inner lining with fastener which is located inside the holder and out of sight. The outer sleeve incorporates an integral hinged cover with an inspection window, a pouch for air-freshening compound and feet to prevent contact with the floor.
