A device and method for preventing leakage through an access hole in an oil tank or similar structure during cleaning thereof by means of a high pressure fluid introduced into the tank through the access hole. The device includes a sheet of impervious material having a primary opening therein through which a high pressure fluid line can be passed in order to spray down the interior walls of the tank. The sheet is adapted for mounting to the tank about the access hole in order to substantially cover the access hole during cleaning. Debris freed during cleaning is blocked from exiting the tank through the access hole by the sheet.
