A roller cutter having at least two opposing cutter wheels for cutting metals having relatively thick cross sections in conditions where the generation of swarf or chips is most undesirable. The cutter utilizes one or more sets of cutting wheels arranged on opposing sides of the material undergoing cutting to cut the material from both sides. The cutter is repeatedly moved back and forth in an oscillatory fashion to progressively deepen the cuts on opposite sides of the material undergoing cutting until the material fractures.
