The device comprises a first component (20) surrounding a segment of cable (6) and attached to the said segment, a second component (22) connected to a component (12) to which a portion of the cable (6) is fastened, and placed around the first component, an elastic or viscoelastic ring (24) bearing on the first component (20) and on the second component (22), and a flexible reservoir contained in a ring-shaped compartment (30) between the two components and containing a viscous substance.
