The device is used to encode an incoming video stream representing successive frames by representation of each frame by a different quantity of information from frame to frame. It includes a programmable-rate video encoder (16), and, also: memory (20) of a capacity at least equal to one frame, positioned upstream of the programmable encoder on the video stream, a second encoder (22), of fixed rate, receiving the incoming video stream, and capability (26) of comparing the quality of each outgoing image against a reference and capability of inputing commands to the programmable encoder so as to maintain quality at a set value.
Le dispositif est destiné à coder un flux vidéo d'entrée représentant des trames successives par représentation de chaque trame par une quantité d'information différente de trame à trame. Il comprend un codeur vidéo à débit programmable (16), et, de plus: une mémoire (20) de capacité au moins égale à une trame, placée en amont du codeur programmable sur le flux vidéo, un second codeur (22), de débit fixe, recevant le flux vidéo d'entrée, et des moyens (26) de comparaison de la qualité de chaque image de sortie avec une référence et de commande du codeur programmable dans un sens tendant à maintenir la qualité à une valeur déterminée.
