A safety-buckle collar, which may also include parasitic-killing features, is a device for releasing a collar of a pet animal, such as a cat or dog, when the pet animal tries to free itself from an obstacle, such as a tree branch or fence portion, in which the collar becomes entangled. The safety- buckle collar may also include a belt member having a chemical substance for killing fleas and ticks, so that the collar is both a safety-buckle collar and a flea and tick killing collar.
