A full faced cutting insert is provided comprising a carbide substrate having an ultra-hard material bonded thereto substantially covering one side of the carbide substrate, the carbide substrate and ultra-hard layer having exposed parallel surfaces configured to be clamped to the cutter body, at least one edge of the cutting insert being formed to present a cutting surface. The full faced ultra-hard cutting insert is preferably provided with the same size and shape of standard carbide cutting inserts, to thereby provide an interchangeable tool set for a rotary cutter. A unique method for forming a full faced ultra-hard cutting insert is also provided which utilizes electrical discharge machining.
