ABSTRACT OF THE DISCLOSURE Disclosed is a diaphragm having a porous, hydrophobic fluorocarbon matrix, an intermediate layer or film of a hydrophilic fluorocarbon resin on the surfaces of the matrix, and a hydrous oxide of zirconium contained in the void volumes of the matrix. The layer of the hydrous oxide of zirconium may also contain MgO.
