A digital broadcast transmitter includes a randomizer for randomizing a transport stream to produce randomized data, the transport stream including at least one robust data packet, and a known data inserting unit to insert specified data known by a receiver of the transmitter. A first Reed-Solomon (RS) encoder performs RS-encoding of data output from the known data inserting unit and an interleaver interleaves the RS encoded robust data packets. A trellis encoder performs trellis encoding of data output from the interleaver and a second RS encoder changes parity of the parity data used by the trellis encoder by performing RS encoding of the robust data of the trellis encoded data and outputing the changed parity data to the trellis encoder to replace existing parity data previously used by the trellis encoder. A modulator modulates data from the trellis encoder for radio frequency up-conversion.
