A device for the digital identification of persons comprises a means for acquiring biometric information from a person and means for inputting personal identification information, both digitally interconnected to an electronic information storage means. A central processor unit is also digitally interconnected to cross reference the biometric information with the personal identification information and to store the cross referenced information into a database under an assigned unique person identifier. A means is digitally interconnected to generate a physical identification token containing the unique person identifier. All of the elements are contained, together with an uninterruptible power source and solar recharger, in a transportable housing. The device may be used according to a method for identifying members of a population, by inputting identifying information about persons into a database, generating an identification means which can by reviewed at a polling station, and compiling a verifiable database.
