Abstract of the Disclosure A digital multi-level multi-phase modulation/demodulation system which has a low bit error rate and which overcomes the main problem of conven- tional digital multi-level multi-phase modulation systems, namely that of producing a demodulated pulse pattern which differs from that supplied. In the transmitting section quaternary differential encoding is performed on the first two trains of N (integer equal to 4 or more) of a digital signal including a frame pulse in each of the signal of (N-l) trains to generate the second two trains of digital signal. A modulated wave is generated by performing multi-level multi-phase modulation on the carrier with the first (N-2) trains of digital signal excluding the first two trains of digital signal and the second two trains of digital signal.
