A non-woven web comprised of recycled cellulose fiber and recycled glass fiber, and has a cationic basic dye (in lieu of a colored pigment) affixed to the cellulose fiber, thereby providing a color to the non-woven web other than its natural shade (e.g., brown). The dye as affixed to the web fades in sunlight, thereby providing an indicator of weather exposure. The web also comprises chemical additives to enhance one of processing and final web appearance. However, the dye is added in the process prior to addition of the chemical additives, thereby providing firm and unimpaired affixation. Also provided is a rigid cellular foam insulation board, and the method of producing same, making positive use of the poor light-fastness of the non-woven web product.
