A bearing and roller system to mount one or more arms to it. The mounting hardware connects to any pole by opening then clamping around the cylinder or pole with the built in bolts. The bolts are then tightened in a level or plumb matter creating the arm to swing around the pole 360 degrees as many times as the wind will take it. The arm mounts into an engineered circle that is on an angled bearing system to create a very strong mounting area for the designed circle the clamp into, then the arm is now mounted to the circle. The mounting system is composed of 4 half circle rings that come together to create a full circle around the pole. A casing is the attached to the hardware system to keep out any unnecessary elements that may come in contact with the interior components. The weighted banner that is attached after the hardware is installed will now move freely in the wind actually breaking wind load that is applied to the pole. The banner will also be capable of spinning 360 degrees around the pole in an infinite matter. All parts are replaceable to this system giving it a very long life span.
