ABSTRACT OF THE DISCLOSURE An object of the present invention is to enable discovery of a fire at an early stage by detecting an abnormal heat source through a thermal image detecting means and to catch the abnormal heat source in the center of an image-processing frame by operating a video camera sequentially. The thermal image detecting means 3 is fixed on a sustaining portion 2 and located to face a direc- tion of detection. A lens direction setting means 4 including a rotary mechanism is secured on the sustain- ing portion 2, and the video camera 1 is fixed on the lens direction setting means 4.
