A dispenser [20] that delivers a small but consistent and sustained amount of fluid over an extended period of time, particularly useful but not limited to dispensing pesticides when worn by cattle. The dispenser [20] has a shell [22] having an opening [26]. A reservoir [28] is disposed in the shell [22] and is saturated with a pesticide. A wick [50] is in fluid communication with the reservoir [28]. The wick [50] extends through the opening [26] and has a greater capillary attraction or wicking ability than the reservoir [28], whereby during use of the dispenser [20] the wick [50] draws fluid from the reservoir [28] and deposits it upon contact.
