There is provided a dispenser for rolled material having a pair of side walls and a top panel with cutting means that can be engaged over the material with a supporting back edge being connected through the circular formed male-female connection. The semi-circular side walls are designed in a way that allows the outermost free end of the material to be extended over the cutting edge so as to be easily engaged or grasped to urge the material from the dispenser for cutting a desired length by moving the material downward against the teeth of the cutting edge. The spacing between the inner side of the semi- circular side walls and the free portion of the material provides enough space for an individual's index finger, and therefore the ability to easily grasp a length of material for dispensing.
