Self-sealing membrane valves can be used with containers where storage between uses is in an upright orientation if the product in the container on the underside of the membrane valve is drained from the membrane valve. This will prevent product droplets from being expelled from the valve as it rapidly opens. In addition, it is useful to have a structure on the exterior of the membrane valve to control the rate of opening of the valve during the dispensing operation. The membrane valve is drained on the underside by means of a plurality of appendages that are adjacent the underside of the valve and by the use of a diaphragm adjacent the upper side of the valve to control the rate of opening of the valve.
