Abstract of the Disclosure The arrangement includes an elongated base mount housing having a front wall and a mounting surface defining between them a hollow interior. A lever arrangement includes a connecting member which has a driver extending from one end thereof. The driver extends through an opening in the front wall and into the hollow interior. A pivotable lever extends at right angles to the second end of the connector. A detachable plate mounting a spring is mounted in the interior surface of the mounting wall in the hollow interior and in alignment with the driver. The ends of the spring are bent to form spring engagements, and the driver includes fingers for engaging the spring engagements. Thus, when the pivotable lever is pivoted from an initial position at right angles to the elongated base mount, the driver rotates with the pivotable lever and, because the fingers engage the spring ends, the pivotable lever is pivoted against the tension of the spring during its pivoting motion. When the pivotable lever is released after pivoting, the tension of the spring, acting on the fingers of the driver through the spring ends, returns the pivotable lever to the initial position.
