A downhole anchor to inhibit rotation of a tool in a wellbore includes: a tubular housing including a first end, a second end formed for connection to a downhole apparatus and a center longitudinal axis extending between the first end and the second end; a first slip mounted along the tubular housing to move from a collapsed position to an expanded position extending out from the tubular housing; and a second slip mounted along the tubular housing and positioned on a side of the tubular housing substantially oppositely from the first slip, the second slip including a protruding position where the second slip extends out from the tubular housing, the second slip in the protruding position extending out a radial length from the tubular housing center axis less than a radial length defined between the tubular housing center axis and the radial tip of the first slip in the expanded position.
