A tandem packer seals a wellbore annulus with first and second seals. A first packer has a compressible element that is actuated by a piston activated by fluid pressure communicated through a port. The compressible element, when actuated expands radially outwardly to produce a first seal with a surrounding surface. A second packer has a swellable element that is actuable by an expander. The expander is actuated by fluid pressure communicated through a port in the second packer and radially expands the swellable element an initial expansion amount, sufficient to expose the swellable element to an agent downhole. Exposure to the agent actuates the swellable element to expand radially outward a subsequent expansion amount to produce a seal with a surrounding surface.
