A device for delivering a therapeutic agent into tissue includes: an elongated body; and a first balloon in the body expandable from a collapsed position to an expanded position; and a second balloon in the body expandable from a collapsed position to an expanded position. The second balloon has a plurality of apertures therein. A therapeutic agent is located in the second balloon. A plurality of microprojections are located on a surface of the second balloon for penetrating tissue. Upon expansion of the first balloon from the collapsed position to the expanded position, the second balloon is expanded from the collapsed position to the expanded position for deploying the plurality of microprojections into tissue and for dispensing the therapeutic agent from the second balloon into the tissue through the plurality of apertures.
