A dry mix cement includes cement powder of not less than 20% as measured by volume of the dry mix, rubber particles derived from recycled vehicular tires in a range of not less than 30% and not more than 60% as measured by volume of the dry mix, and fibre derived from recycled vehicle tires of not less than 10% and not more than 30% as measured by volume of the dry mix.
