A dual valve assembly (26) for use with a dispensing apparatus including a pump (18) and a plurality of fluid containers (12, 14). The valve assembly (26) includes a housing containing an elastomeric regulator (36) wherein the regulator (36) includes a diaphragm portion (56) for controlling fluid flow through the housing, and a vent valve structure for opening and closing air passages (100, 102) to supply air to the containers (12, 14). The diaphragm portion (56) includes an orifice (68), and the diaphragm portion (56) is movable into and out of contact with a seat (62) defined on the housing to control fluid flow from the containers and through the orifice during actuation of the pump (18). In addition, the vent value structure includes a pair of vent membranes (108, 110) which open vent openings (100, 102) to the containers (12, 14) in response to negative pressure applied from the pump (18).
