A wind powered air pump apparatus comprises a windmill operative to rotate a driveshaft. An eccentric connected to the driveshaft reciprocates in response to rotation of the driveshaft. A first air pump comprises a first diaphragm connected to the eccentric such that the first diaphragm pushes air into a conduit during a first half revolution of the driveshaft, and draws ambient ait in during a second half revolution of the driveshaft. A second air pump comprises a second diaphragm connected to the eccentric such that the second diaphragm pushes air into the conduit during the second half revolution of the driveshaft, and draws ambient air in during the first half revolution of the driveshaft. Thus air is pumped into the conduit during substantially the full revolution of the driveshaft. Diaphragm flexing is reduced by pivotally attaching the eccentric arm to the diaphragm,
