According to the invention there is provided a traffic shaper for a communication network which includes a class queue operative to queue a linked list of cells that are at the head of their respective virtual channels which have been scheduled for immediate transmission and a TxSlot table having a plurality of time slots with each slot pointing to a linked list of cells arranged sequentially. The slots advance together toward the class queue sequentially. The TxSlot table is operative to queue cells from the virtual channel queue that are at the head of their respective virtual channels. The traffic shaper has a virtual channel queue operative to queue a linked list of cells that are not at the head of their respective virtual channels. A scheduler is coupled to the class queue, the Tx Slot table and the virtual channel queue and is operative to schedule cells for transmission to either a sustainable cell rate or, in the event of a burst of cells, to a peak cell rate with a maximum burst size, MBS.
