An electrolysis system (100) and method of using same is provided. In addition to an electrolysis tank (101) and a membrane (105) separating the tank into two regions, the system includes a plurality of low voltage electrodes comprised of at least a first and second cathode (115/117) and at least a first and second anode (119/121) and a plurality of high voltage electrodes comprised of at least a cathode (125) and an anode (127). The high voltage anode is interposed between the first and second low voltage anodes in one region of the tank and the high voltage cathode is interposed between the first and second low voltage cathodes in the other region of the tank. The low voltage applied to the low voltage electrodes and the high voltage applied to the high voltage electrodes is pulsed with the pulses occurring simultaneously.
