A tool to attach temporarily or permanently to an existing structure of any circular shape (not limited to a round shape like a circle) such as a pole, column, beam of any shapes, stake, post, lamp-post, tree etc.... a mounting base to which a fix or detachable sign or advertisement unit of various size, shape or thickness can be mounted. Such a tool will use a binding strap to wrap around the existing structure, tension will be applied by tightening through the closing of a lever which will pull the binding strap and consequently applying pressure on the existing structure, Such a tool will have a lockable capability.
