The second curved band portion (210) has a first end (42), a second end (44), an inner curved side (45) and an outer curved side (47). A motion-restraint portion is proximate to the first end (42) of the second curved band portion (210). The first end of the second curved band portion (210) is insertable into the first opening of the passageway of the first curved band portion (200). The first curved band portion (200) has a range of motion within the passageway of the second curved band portion (210).
