ABSTRACT OF THE DISCLOSURE System for applying one and preferably at least two elastic bands around pieces of mail, to facilitate mail sorting and to form a tight bundle of mail that will withstand rough handling. A handler receives and holds mail in a stack. A bander applies at least one elastic band to the stack, and pre- ferably a second band at 90° to the first. The handler and bander can be moved relative to each other to apply the bands.
