In some embodiments of a system employing an elastomeric pad, such as a polyurethane pad, between a lower flange of a railroad rail and a railroad tie, such as a concrete tie, a bonding member, such as a galvanized, powder-coated, steel plate or a rigid, polymeric film or sheet, or such as an acrylic layer, overlies the railroad tie and an adhesive layer, such as a methacrylate ester, is used for bonding the elastomeric pad and the bonding member to the railroad tie. In other contemplated embodiments of the system, a particulate layer is bonded to the elastomeric pad and such an adhesive layer is bonded to the particulate layer, for bonding the elastomeric pad and the particulate layer to the railroad tie.
