A heating pad for a cylindrical container or tank includes an insulated outer layer, a vapour proof membrane secured to the outer layer, a heating element disposed between the outer layer and the membrane and secured to at least one of them, and sealing material disposed on the inner surface of the vapour proof membrane. A pair of parallel straps secures two opposed edges of the vapour proof membrane along the curvature of the tank, and a metal strip or rigid bar extending between the straps secures two other opposed edges of the vapour proof membrane to the straight side of the tank. The system provides a vapour proof barrier to prevent moisture from entering between the tank and the heating pad.
