An apparatus for perforating a film. The apparatus comprises one or more electrodes, a return electrode, and water sprayer. The electrodes are mounted in an electrode holder and positioned over and lightly contacting the film. The return electrode is positioned on the other side of the film and provides a support surface for the film. The water sprayer is mounted in the electrode holder and provides a water jet to the area between the electrodes and the film. The electrodes are energized by a high voltage supply to produce a discharge between the electrodes and the return electrode to perforate the film.
