Electronic certification of a transmission of data is accomplished by transmitting data from a first user, through a transmitting means, a central processing unit and a receiving means to a second user, e.g. by E-mail. The method may include: a) the first user identifying to an E-mail transmitter that a transmission of such data is one which is to be certified; b) the first user being prompted to indicate whether or not information concerning the receiver and second user of the transmission are correct; c) the first user transferring the data to the E-mail transmitter and verifying that the information is correct; d) transmitting the data from the E-mail transmitter to the E-mail receiver via a central processing unit; e) indicating to the E-mail receiver that the transmission is a certified transmission and that it is to be opened only by a named second user, and prompting the second user to confirm that the certified transmission may be accepted and opened; and f) storing a record of the transmission. The record, which is a certified record, may include identifications of the first and second users, dates and times of sending and opening of the transmission, and a copy of the data. Optionally, the second user may be permitted to respond to the first user, and the response also forms a part of the certified record. The transmission or the response may be an authorization to remove monies from a bank account.
