A method, apparatus, and system for remotely monitoring the location of a monitoree within a monitored area. The method includes the steps of: securing to the monitoree with a harness a closeable housing containing a transmitter for transmitting an identification signal; installing centrally within the monitored area a fixed electrical power connection; installing centrally within the monitored area a fixed public switched telephone network connection; installing centrally within the monitored area a receiver for receiving the identification signal; connecting the receiver to the electrical power connection; connecting the receiver to the public switched telephone network connection; receiving the identification signal at the receiver; determining the distance between the transmitter and the receiver by measuring the signal strength of the received identification signal; at the receiver, activating successive alarms as the signal strength of the received identification signal falls below a plurality of predetermined values; at the receiver, generating an alarm if the receiver is moved; at the receiver, generating an alarm if the receiver is disconnected from the electrical power connection; at the receiver, generating an alarm if the receiver is disconnected from the public switched telephone network connection; at the transmitter, modifying the identification signal if the harness is cut; at the transmitter, modifying the identification signal if the harness is stretched; and at the transmitter, modifying the identification signal if the housing is opened.
