An ETC system for a toll road includes first and second road-side antennas providing different radio-communication service areas. Radio communications with an on-vehicle device are implemented via the antennas and controlled in a selected way including a time sharing way. The first road- side antenna is useable to write information in a memory of the on-vehicle device, while the second road-side antenna is useable to access the memory. The radio communications are halted if the information is not in the memory.
