Abstract The invention provides an electrophotographic photoconductor that has a good electric property and image quality that are not affected by the external environment, and that also make good productivity possible. An intermediate layer comprising a hardened film containing as its main components melamine resin, aromatic carboxylic acid and/or aromatic carboxylic anhydride, and fixed iodine, or normalbutylated melamine resin, acid and/or an acid equivalent, as well as fixed iodine is formed between a conductive substrate and a photosensitive layer.
