ABSTRACT A process of encapsulating non-oil contaminated friable material on a substrate comprises contacting the material with an effective amount of an encapsulat- ing agent which substantially penetrates the friable material through to the substrate and hardens after the penetrating thereby encapsulating the material and binding the material to the substrate; an encapsula- tion agent comprises a polymerisable or hardenable agent together with a penetrating enhancing solvent; the process and agent increase the safety of asbestos and similar friable material.
