A picture of sequential scanning is displayed in such a manner that its vertical resolution is not deteriorated. In a picture encoder apparatus (101), a result of determining whether the picture is of interlaced scanning or sequential scanning is set in a scan flag, and information indicative of a picture display system is set in display system indicating information. The picture encoder apparatus (101) then outputs encoded data in which they have been multiplexed. In a picture decoder apparatus (102), the picture is recognized based on the scan flag and display system indicating information of the encoded data. If the picture is of interlaced scanning, it is field interpolated, thereby generating and outputting a frame picture. If the picture is of sequential scanning, it is repetitively outputted, as a frame picture, a number of times corresponding to the display system indicating information. The present invention is applicable to a case of encoding/decoding pictures, for example, in accordance with H.264/AVC.

Dans un appareil encodeur d'images (101), l'information relative à la nature de l'image (si elle résulte d'une analyse ligne par ligne entrelacée ou d'une analyse ligne par ligne non entrelacée) est entrée dans un drapeau de scanner, et les données d'identification d'un système d'affichage d'images sont entrées dans les informations indicatrices du système d'affichage. L'appareil encodeur d'images (101) sort ensuite des données encodées dans lesquelles elles ont été multiplexées. Dans un appareil décodeur d'images (102), l'image est reconnue à partir du drapeau de scanner et des informations indicatrices du système d'affichage des données encodées. Si l'image résulte d'une analyse ligne par ligne entrelacée, elle est interpolée en champ, générant et sortant ainsi une image cadre. Si l'image résulte d'une analyse ligne par ligne non entrelacée, elle est sortie répétitivement, sous forme d'image cadre, le nombre de répétitions correspondant aux informations indicatrices du système d'affichage. Cette invention peut être appliquée à un cas d'encodage/décodage d'image, par exemple, en accord avec H.264/AVC.
