Provided is an encoding bit rate control method used in video encoding which can perform switching between an in-frame prediction and an inter-frame prediction. The method measures generated code amounts of information to be quantized and information not to be quantized concerning an encoded picture. According to the two measurement results, the method calculates a ratio of the generated code amount of the information not to be quantized against all the generated code amounts. By using the generated code amount ratio of the calculated information not to be quantized, a target code amount of the picture to be encoded is decided. A complexity index is calculated for the information to be quantized concerning the encoded picture. According to the index and the ratio of the generated code amount of the information not to be quantized, it is possible to estimate a code amount generated when a picture to be encoded is encoded with a predetermined temporary quantization step size and to decide the target code amount.
L'invention concerne un procédé de commande de débit binaire de codage utilisé dans le codage vidéo qui peut effectuer une commutation entre une prédiction dans la trame et une prédiction entre les trames. Le procédé mesure des quantités de code généré d'informations devant être quantifiées et d'informations ne devant pas être quantifiées concernant une image codée. Selon les deux résultats de mesure, le procédé calcule un rapport de la quantité de code généré des informations ne devant pas être quantifiées sur la totalité des quantités de code généré. A l'aide du rapport de quantité de code généré des informations calculées comme ne devant pas être quantifiées, une quantité de code cible de l'image devant être codée est décidée. Un indice de complexité est calculé pour les informations devant être quantifiées concernant une image codée. Selon l'indice et le rapport de la quantité de code généré des informations ne devant pas être quantifiées, il est possible d'estimer une quantité de code généré lorsqu'une image devant être codée est codée avec une dimension de pas de quantification temporaire prédéterminée et de décider de la quantité de code cible.
