Provided is an encoding device which comprises a decision unit constituted to decide it on each GOP constituting the image data to be encoded whether or not a flicker at the GOP unit is an easily viewable GOP in an image decoded after the encoding of the GOP, and an encoding unit constituted to suppress the flicker of the GOP unit, in case the decision unit has decided that the flicker is the easily viewable GOP, thereby to encode the GOP.

L'invention concerne un dispositif de codage qui comprend une unité de décision constituée de façon à décider pour chaque GOP constituant les données image à coder, si un scintillement de l'unité GOP est ou non un GOP facilement visible dans une image décodée après codage du GOP, et une unité de codage constituée de façon à supprimer le scintillement de l'unité GOP dans le cas où l'unité de décision a décidé que le scintillement est le GOP facilement visible, de façon à ainsi coder le GOP.
