ABSTRACT OF THE DISCLOSURE A system is provided for monitoring energy de- mand and for controlling the number of loads being used. The system is coupled to a plurality of loads and re- ceives actual demand rate signals. The plurality of loads are cycled on and off. A reference demand rate signal is generated and is compared with the actual demand rate signals, and the plurality of loads are controlled in accordance with the comparison. In one embodiment programmable timing means are provided for programming each load to remain on and off for prede- termined time periods.
