The envelope flap moistener has a supporting frame and a removable rectangular-shaped base. The base has a fluid outlet aperture and longitudinally spaced apart pockets. A plurality of brushes capable of upwardly transferring fluid by capillary action can be located within the pockets. A cover mounted to the base has a fluid inlet aperture and openings for exposing the brushes. A shield is rotatably mounted to a shaft which extends across the cover, the shield having fingers which extend substantially horizontally between the brushes. The shield is held substantially horizontally and a deflector having fingers interconnected by an edge bar is disposed above the shield. Each end wall of the deflector has an aperture, there being a second shaft extending through the end wall apertures and being rotatably mounted to the frame.
