Low-level water concentrations are measured in gases by an electro- lytic cell (100) in which contaminating epoxy components present in con- ventional electrolytic cells have been eliminated. A metal-glass connection seal (108) mechanically fixes the glass detection unit (l2) within the metal housing (18) of the cell (100) and provides a leak-proof barrier (108) be- tween the entrance (88) and exit (90) of the cell (100). Electrical insulator assemblies (140) serve as insulators for the cell electrodes (46 and 48) and also provides a leak-proof barrier (108) where the electrical connections penetrate the metal housing (18) of the cell (100).
