A system for controlling user access to a device, comprising: a) means for storing a plurality of valid user access codes; b) means for storing a plurality of user records, each record incorporating charge recovery data representing user charges for use of said device to a non-billable account class; c) means for a usage limit value for non-billable account class; d) means for receiving a first user input from a user desirous of gaining access to use of said device; e) means for comparing said first user input with respective ones of said plurality of valid user access codes and, in the event of a match then retrieving a predetermined one of said user records associated with said user, and in the absence of a match denying said user access to said device; f) means for storing a plurality of valid account codes and one or more non-billable account codes; g) means for receiving a second user input from said user for allocating a charge to be incurred upon using said device; h) means for comparing said second user input with respective ones of said plurality of valid account codes and said one or more non-billable account codes and, in the event said second user input matches one of said valid account codes then enabling said device for usage by said user, and in the event said second user input matches one of said non-billable account codes then comparing said charge recovery data incorporated in said predetermined one of said user records with said usage limit value and, in the event said charge recovery data is less than said usage limit value then enabling said device for usage by said user, and in the event said charge recovery data is greater than said usage limit then interfering with access of said user to said device.
