A system to allow modification of existing storm water wells is disclosed. Existing storm water and other recharge wells may be built with or without filters. The formation or well cavity of recharge wells receives sediment laden stormwater (or other water) for discharge water into the vadose zone or water table. Unfiltered recharge wells can be modified to accept filters by means of adaptors. Further as the recharge wells work, they may start to increase the local water table, so that the wall openings or unfiltered zone or base of the units are resting in the water table. The present invention relates to a technology to temporarily or permanently raise or lower the resting surfaces on which new or eventually older cartridge filters rest when retrofitted into a dry well. A cable means for inserting and removing the support is provided.
