A manhole frame and cap assembly. For use in new road construction or road resurfacing, where the assembly sits on a manhole shaft, adjustment rings, stones, mortar, bricks or any other suitable material. The manhole frame assembly includes two parts, a frame having a flat base and cylindrical portion perpendicular to the base, with three identical sloped ledges on the inner wall of the cylindrical portion, and a frame insert with it's base having a complimentary profile to that of the ledges, whereby the insert is rotated and seated on the internal ledges in various positions corresponding to different heights. The insert may have an internal flange or stubs to provide a hard bearing surface in which the manhole cap will sit
